As of 11 August 2010 the requirement , under the Tier 4 Points based system, for secure English language tests will be compulsory for all adult students studying lower than a degree level (this does not include students studying foundation degrees or English language courses).
Before applying for a confirmation of acceptance for studies (known as CAS) from the education sponsor, the tests must be completed with a UK Border Agency approved provider.
